While the company may not always have a direct commercial relationship with them, national governments are as much 'customers' of SUEZ Energy International as industry or commerce. In many countries, SEI works on projects which are of national importance, in which governments naturally have a strong interest. Very often, such projects are within the government's gift. When choosing the operator, governments will consider not only the price tendered, but also factors such as the quality of the company's strategic plan, its commitment to the country, its experience in similar projects, its environmental record and so on.

In other cases, SUEZ Energy International has a direct commercial relationship with state-owned undertakings, very often forming joint venture partnerships to build and operate energy facilities.


"As part of the privatisation of Abu Dhabi's power and water industry, the Abu Dhabi Water & Electricity Authority (ADWEA) selected the consortium of Tractebel and Total to implement the Taweelah A1 generation and desalination project. We choose this combination for several reasons. First of all they know the region and the procedure of project evaluation. They also have the experience and know-how, which makes them more qualified on complex projects. Obtaining the best price for the existing assets was also a top priority for ADWEA. And finally, there was the non-price issue, more precisely the attractive technical proposal which made them more attractive and competitive compared with the other bidders".
